Upgrade Negotiation Explained: Draft Rules in Rogue Core

Rogue Core's Upgrade Negotiation decides who gets which Expenite upgrade. Learn the draft rules from the Update 1 rework: replacements, rarity, and health upgrades.

Upgrade Negotiation Explained: Draft Rules in Rogue Core

Combat Summary

  • Official: Upgrade Negotiation is Rogue Core’s draft system — the process by which the squad picks which Expenite upgrades to take.
  • Official: Since the Update 1 rework (June 17, 2026): when a player picks an upgrade, it is replaced with a new option, so everyone gets equal choices. “Skip for Health” was removed, health upgrades now appear in the normal pool, and all drafts share the same rarity.
  • Official: Negotiation feeds directly into the R.E.P.D. — the draft decides what the squad takes, the station pays the Expenite and applies it to everyone at once.
  • Community-tested: The draft is where good squads separate from great ones. Knowing when to take the solid common versus gambling on the next replacement is the highest-leverage decision in the upgrade economy.

Should you always take the rarest option? No. Rarity is uniform within a draft, so the real question is fit: a common that completes your build beats a flashy rare that does nothing for your loadout. Draft for the squad’s plan, not the card’s color.

How Upgrade Negotiation Works

When the squad earns a draft, each player is presented with upgrade options to choose from. The negotiation is the give-and-take of that choice: each player claims an upgrade, and the system keeps the draft fair. The key mechanic is replacement — the moment you claim an upgrade, a fresh option slides into its place. Nobody stares at an empty slot while a teammate got first pick; the draft keeps dealing until everyone has chosen.

Because every draft draws from the same rarity pool, the negotiation is never rigged by luck of the draw order. First pick and last pick see the same quality of options. What differs is information: later picks see what teammates already took, which is genuinely useful — you can round out the squad instead of doubling up.

Official: The replacement rule and shared rarity are the core of the Update 1 negotiation rework, per the June 17, 2026 patch notes.

What the Rework Changed

Update 1 rebuilt negotiation around one principle: equal choices for everyone. The before-and-after:

  1. Picked upgrades are replaced. Old system: a claimed upgrade left a hole. New system: a new option appears, so every player drafts from a full set of choices.
  2. “Skip for Health” is gone. The old escape hatch — skipping your pick to heal — was removed. If you need health, draft it like anything else.
  3. Health upgrades joined the normal pool. Healing is no longer a side mechanic. Health upgrades appear alongside damage and utility in regular drafts, which means sustain is a real draft consideration instead of an afterthought.
  4. All drafts share the same rarity. No more high-roller drafts for one player and scraps for another. Rarity is consistent across the squad’s picks.

In-game verification: Exact draft UI wording and option counts have been tuned in patches since Update 1. The four rules above are the stable, documented core.

Draft Strategy

  • Draft for the plan, not the pick. Before the draft opens, the squad should know its priority order (see our R.E.P.D. guide for how to set one). A draft without a plan is just expensive gambling.
  • Later picks have more information — use it. If two teammates already took damage, the third player drafting sustain or utility is worth more than a third damage card.
  • Do not fear the replacement. Passing on a mediocre option to see the replacement is legitimate — the system was designed for it. But know your floor: if the current options already include a solid fit, take it instead of chasing a jackpot.
  • Health is a real pick now. With health upgrades in the normal pool, drafting sustain early on high Threat Levels is often correct. The squad that drafts its healing survives the rooms that the all-damage squad wipes in.

Community-tested: Squads that call their picks out loud (“taking the damage, sustain is still open”) draft faster and with fewer regrets than silent squads. The negotiation is a conversation — have it.

Common Mistakes

  • Autopicking the shiniest card. Fit beats flash. A common that synergizes with your build outperforms a rare that does not.
  • Hoarding your pick. Stalling the draft while you agonize wastes the squad’s time and momentum. Know your priority order before the options appear.
  • Ignoring what teammates took. The draft is shared information. Drafting blind to your squad’s choices is how you end up with four copies of the same niche upgrade.
  • Treating health as a consolation prize. It is a main-pool upgrade now. Draft it with intent.
